Introduction of Flood Initiative in Jakarta, Indonesia Capital City

 
【講演内容】

Over the years, Jakarta, capital of Indonesia has seen many flood disasters that have brought about great losses. In this presentation, the key issues that lead to flooding in Jakarta are addressed in response to the challenge of recurrent events. The study begins with a snapshot of Indonesia and water issues in Jakarta as well as Ciliwung River, the main river that potentially causes the severe flooding in Jakarta. The problems and attribution of the current situation are identified. An overview of the hydrometeorological variation in the Indonesia Maritime Continent and its influences on Jakarta flood occurrence is presented. Past flood-disaster profiles are described briefly. The current flood mitigation, for both structural and non structural measures are presented. The recent 2013 flood incident, which inundated about 41 km2 area and affected 240,000 people has been noted as among the most serious events. The characteristic of this flood is discussed for lesson learnt and flood risk management. The simulation by distributed rainfall-runoff model is useful for understanding the hydrological process of flood development. The potential of C-band Doppler radar located in Serpong Jakarta for detecting the rain diurnal cycle during 2010 wet season and its contribution to the daily variation of Ciliwung River discharge is briefly shown. The establishment of river improvement program using physical construction alone is still a big issue in Jakarta as it may not be sufficient and requires a very long time to realize. Here, we would like to recommend several future initiatives for managing flooding and mitigating the negative impact of floods in Ciliwung River based on the field survey on public perception. The utilization of the C-band Doppler radar for supporting the current flood warning system is introduced to increase its social benefit.
